Mr. Shang formerly served as Deputy Director and Director of Industrial Technology Development Centre in Liaoning Province, Deputy General Manager and General Manager of Economic and Technological Development Company in Liaoning Province, Deputy General Manager and General Manager of China Unicom Liaoning Branch, Vice President and President of China Unicom, Secretary of the Leading Party Group and Vice President of China Telecom, as well as Vice Minister of Ministry of Industry and Information Technology, Chairman of China Mobile Communications Group Co., Ltd..

Mr. Shang graduated in 1982 from Shenyang Chemical Industry Institution with a bachelor's degree in polymer chemistry, received a master's degree in business administration from New York State University in 2002, and received a doctoral degree in business administration from the Hong Kong Polytechnic University in 2005. He holds professional qualification of Senior Economist.
